Requirements to Sub TSI for EOCs

TSI has never been a 1 to 1 substitute like SAT or ACT. There is a two failure requirement to use it independent of the prep class. It seems to me you are probably getting accurate information but it is jumbled. Where the counselor is wrong is that is is not a College Prep class AND two failures.

39.025 (a-1) which involves the college prep class lets the TSI substitute with either no or one prior failure of the relevant STAAR EOC.

39.025 (a-3) lets the TSI substitute after two failures and without any college prep class. So the counselor is conflating the two provisions. But there is not a stand-alone take TSI and be exempt the way we have with the SAT or ACT.

I have had some multiple failure EOC kids be able to graduate because of the TSI, but they met its requirements. These are usually students who struggle on the reading and who have some degree of ADHD, although not always on SPED or 504. TSI has more reading passages but they are short and the questions are asked immediately. For this student profile it is better than having to read multipage material with all the questions at the end. They have not had to be in a dual credit class, or a prep class, but in all cases they were 11 and 12 level students who were still trying to pass English I EOC although they had no trouble passing on level English classes.

So like Scott said this is not a new requirement due to the supposed change from TEA.

Isn’t this the rule that just recently changed that states you don’t have to fail an EOC in order to use the TSI as a substitute score?

No. The Education Code has specific requirements to substitute the TSI. The new rule (which we prevented from BEING CHANGED) unfortunately does not and cannot alter the statute.
