You can certainly change that to assessments if you wish. The fact that the STAAR is an assessment is something that arises by virtue of the law and the name the legislature gives it, and not by what a school or parent in a letter decides to call it. Absolutely, the IEP should specifically provide that promotion will be determined by progress toward goals and not by performance on standardized assessments (STAAR).
